National Military Appreciation Month

 

May 2006 is National Military Appreciation Month (NMAM).  It is the 8th annual nationwide event to honor, remember, recognize and appreciate our military, those who have served, those currently serving and their families.  It is also the month of Memorial Day recognizing those who died in service to our nation.  May is also Military History Month.

 

McDonalds Air And Sea Show / Fleet Week USA officially kicks off National Military Appreciation Month in Fort Lauderdale May 6 and 7.

National Donate Life Month

 

Over 90,000 people in the United States waiting for organ and tissue transplants do not know if they are waiting to live or to die. They don’t know which, because their chance at life depends on a stranger’s act of generosity to donate his or her organs – to donate LIFE. April is National Donate Life Month, and VA joins the Nation in promoting organ and tissue donor awareness this month. Anyone can become a potential organ or tissue donor. Age or history of disease does not automatically mean you cannot donate; each potential donor is evaluated at the time of his or her death. While donated organs and tissue are shared at a national level, the laws that govern donation vary from state to state. Therefore, it is important for you to know what you can do to assure your decision to be a donor is carried out. Find out how to become a donor by visiting the Coalition on Donation Web site at www.shareyourlife.org. Once you have decided and documented your decision, one of the most important steps is telling your family that you want to be a donor. Most American’s support donation, but unfortunately, few have told their family members. Share your wishes to become a donor. If there is no documentation of your intent to donate found, your family will be approached and will make that decision for you. It will ease their minds if they know in advance that you wanted the opportunity to give another person a second chance at LIFE.

42% of the cost of VA health care is provided for Service Connected veterans

The National Memorial Day Parade

The parade starts at noon on Monday, May 29, 2006 on Constitution Avenue in Washington, D.C.  It will be covered by Washington area television stations and broadcast on radio and the Pentagon Channel, which goes world-wide.  Last year, the parade was covered by 200 papers including the Washington Times and the Washington Post.

 

This will be only the third National Memorial Day Parade since before World War II. The focus of this parade is tribute to our Veterans and war dead from Valley Forge to Operation Iraqi Freedom.  The Pentagon has designated the 2006 event to honor returning troops from Afghanistan and Iraq.   President Bush has been invited to attend.

 

Mackie Christenson, Parade Coordinator, has requested a good representation of Korean War veterans.  Veterans are solicited to participate in the parade.

Homeowner Grants for Victims of Hurricane Katrina

 

Eligible homeowners who sustained flood-related damage caused by Hurricane Katrina although their residences were outside the flood zone may qualify for grants of up to $150,000. This includes people who were stationed at Keesler Air Force Base at the time of the hurricane and have since been reassigned to other locations. The application processing dates for the Keesler Air Force Base Service Center of the Hurricane Katrina Homeowners' Grant Program run from April 20 through May 5. People may call (228) 377-1378 from 8 a.m. to 4 p.m. Monday through Friday for appointments to apply for the program. The center will make special arrangements to accommodate military people who meet all the requirements but who are no longer in the local area. AAFES Explains Gas Price Variations

While the Army & Air Force Exchange Service (AAFES) gas pricing policy may appear mysterious, it does have definitive explanations and policies.

That's according to AAFES officials, who routinely have to respond to customers asking why on-base gas prices often mirror those off base.

In the Continental United States (CONUS), AAFES gas stations conduct surveys of five or more local locations selling motor fuel, excluding members only clubs, at least once a week. While the surveys are conducted weekly, individual AAFES general managers can change gasoline prices more frequently as necessary.

"This process allows AAFES to establish a fair and competitive price equal to the lowest price surveyed for each grade of fuel sold" said AAFES Commander, Maj. Gen. Bill Essex.

Many believe gas is "tax free" because AAFES is immune from state and local taxes on the sale of items in retail facilities. The truth is through the Hayden Cartwright Act, the U.S. Congress requires AAFES to pay all applicable taxes on gasoline.   

 

Retirement Issues in Congress

 

H.R. 4949 - Reps. Chet Edwards (D-TX) and Walter Jones (R-NC) - would remove the Secretary of Defense's current authority to increase Tricare Prime enrollment fees, Tricare Reserve Select premiums, pharmacy copays, and Tricare Standard inpatient copays. 

S. 2617 - Sens. Frank Lautenberg (D-NJ) and Chuck Hagel (R-NE) - would significantly restrict the Secretary of Defense's current authority to impose increases in Tricare Prime enrollment fees, Tricare Reserve Select premiums, and pharmacy copayments, and bar any Tricare Standard enrollment fee or increases in Tricare  Standard inpatient copays.  

H.R. 5081 - Rep. John Carter (R-TX) - would expand the Workforce Opportunity Tax Credit to include military spouses, providing employers a tax incentive to hire qualified military spouses.  

H.R. 4727 - Rep. Sam Farr (D-CA) - would allow disabled military retirees to file amended federal income tax returns for more than three tax years in cases to secure refund of back taxes on military retired pay when the VA disability compensation approval is retroactive for more than three years.  

S. 2503 - Sen. Blanche Lincoln (D-AR) - identical to the retroactive tax refund provisions of H.R. 4727 for disabled retirees.  

H.R. 1366 - Rep. Mike Bilirakis (R-FL) - would extend eligibility for Combat-Related Special Compensation (CRSC) to service members who are medically retired for combat- or operations-related conditions before attaining 20 years of service.  

S. 2385 - Sen. Harry Reid (D-NV) - identical to the Combat-Related Special Compensation (CRSC) eligibility adjustments of H.R. 1366.

 

Veterans Issues In the Florida House of Representatives

 

The Florida House considered the following legislation:

 

SB 1614 - FL National Guard/License Plates, sponsored by Senator Carey Baker, R – Eustis, (Companion to HB 461 by Representative Stan Jordan, R – Jacksonville) expands opportunities for National Guardsmen to obtain free license plates. This measure was approved in the House and now goes to the Senate for consideration!

 

HB 573 – Disabled Veterans, sponsored by Rep. Gus Bilirakis, R – Palm Harbor, will bring disabled veterans’ tax relief for home improvements through expanded exemption from certain fees. This measure was approved by both the House and Senate and will now go before the Governor for his signature.

 

HB 631 – WWII Permanently Disabled Veterans’ Discount on Homestead Ad Valorem Tax, sponsored by Rep. Ray Sansom, R – Destin, will give voters the opportunity to discount homestead exemption for disabled veterans. This measure was approved by the House and now goes to the Senate for consideration.

 

SB 1370 – Veterans' Nursing Home of Florida Act, sponsored by Senator Burt Saunders, R – Naples, (Companion to HB 955 by Representative Bill Proctor, R - St. Augustine) expands eligibility for admission to state veterans’ nursing homes to include veterans displaced as evacuees from areas under declared states of emergency.

 

HB 1007 – State Parks, also sponsored by Rep. Proctor, provides Florida National Guardsmen and their families with free admission to Florida’s state parks. This measure passed in the House and now goes over to the Senate for consideration.

 

HB 7127 – Disturbance of Assemblies, sponsored by the Military & Veterans Affairs Committee and Rep. Stan Jordan, R – Jacksonville, increases penalties for disturbing military funerals. This measure was approved with a unanimous vote, and also goes to the Florida Senate for consideration.


Hurricane – Prep Sales Tax
Holiday

 

In 2004 and 2005, more than eight named storms devastated homes and communities in Florida.  Those storms left Floridians scrambling for the essential supplies necessary to secure their homes and personal property.  

 

A bipartisan effort led by Representative Ron Greenstein, D-Coconut Creek, resulted in passage of HB 47, creating a sales tax holiday on items purchased for hurricane preparation.  

 

If made law, from May 21-June 1, 2006, Floridians could buy the following items tax-free:

 

·         A home generator costing up to $1000

·         Portable radios and portable lighting

·         Fuel tanks and first aid kits

·         Batteries, tarps, coolers and other items that Floridians need to prepare for an approaching hurricane

 

HB 47 now goes to the Senate for consideration.

 

 

 

Veterans Bills - 2006 Session Report

Week seven; Monday April 17 through Saturday April 22 was another busy one for veteran/military related bills and for our FDVA Budget. Two weeks remain in the regular session which is scheduled to end on Friday May 5.

 

In addition to the regular business of committees hearing bills, the House of Representatives sponsored a wonderful salute to Florida’s Military History with a fine presentation on Wednesday April 19th. The presentation included a Color Guard complete with service flags and appropriate service anthems, an exceptional slide presentation produced by two high school students, an original, flag-waving patriotic song sung by 11 year old Joshua Hancock and historic uniforms worn by local high school Navy JROTC students representing Florida’s Militia and National Guard service over the passed 440 years. After the presentation, House members considered a number of veteran and military related bills for final passage all of which were successful!

 

Also this past week, House and Senate Budget Conferees met to resolve differences in their respective budget proposals. By 3:00 PM on Sunday afternoon all of the Florida Department of Veterans’ Affairs line items had been agreed upon. There are still a number of significant differences in other state agencies/departments. Hopefully, agreement on a final 2006-2007 budget will be reached this week and the full House and Senate can vote it out by cob Friday May 5 and send it to the Governor. The new state fiscal year begins on July 1.

Paralyzed Veterans of America's Fishing Boat at MacDill AFB Marina (Tampa)

 

Veterans who use wheelchairs and their families may have the free use of a pontoon fishing boat at the MacDill AFB Marina in Tampa. Just pay for the gas. The 24' 'Miss Beverly' is equipped with a wheelchair ramp, a 75 HP Mercury outboard motor and has additional safety features for mobility-impaired individuals. Volunteers are available to meet and greet and escort users through the MacDill Entry Gate and pilot the boat.  For boat reservations, call the Marina at: (813) 828-4983.  For a list of volunteers and their phone numbers, call the Paralyzed Veterans of America, Florida Gulf Coast Chapter in Tampa at: (813) 935-6540.

 

This boat was donated to MacDill by the Paralyzed Veterans of America. MacDill maintains the boat and allows veterans and active duty personnel to use the boat, free of charge. The only criteria for free use is that one or more members of the boating party MUST have a mobility impairment, i.e., must be a wheelchair-user.

 

 

Guard and Reserve Personnel Activated During Wartime May Be Eligible For VA Home Loans after 90 Days of Service. VA officials report that there has been a large increase in VA home loans to National Guardsmen and Reservists in recent years. Some guard and reserve personnel may not be aware that being on active duty actually reduces the time it takes for them to become eligible for the loans. Normally, guardsmen and reservists must serve six years before becoming eligible for a VA Home Loan, but that requirement changes to only 90 days of service when they have been called to active duty during wartime. The best way to find out if one qualifies would be to submit an application for a certificate of eligibility to one of two VA Eligibility Centers. The Center in Winston-Salem, NC handles states east of the Mississippi River and the Los Angeles center handles states west of the Mississippi. Click here for more information.
