Outpatient Clinics
Purpose
To provide necessary medical services to eligible veterans on an outpatient basis to include medical examination and related medical services, drugs, rehabilitation, counseling and mental health services as necessary for the treatment of physical or mental disabilities.
Eligibility


VA shall furnish outpatient medical services without limitation (for any disability):

to a veteran for a service-connected disability;

for any disability of a 50% or more service-connected veteran;

to a veteran in a VA Vocational Rehabilitation program, or who is injured as a result of VA care (38 USC 1151).

VA shall furnish outpatient service, but only for pre- or post-hospital care or to obviate hospitalization:

to any 30% or 40% service-connected disabled veteran;

to any veteran whose annual income does not exceed the pension rate for aid and attendance.

VA may furnish outpatient medical services without limitation for any disability:

to former prisoners-of-war;

World War I and Mexican Border period veterans;

veterans in receipt of pension benefits for aid and attendance or are housebound.

VA may furnish outpatient medical services on a pre-, post-, or obviate hospitalization basis to certain other eligible veterans, including:

veterans exposed to a toxic substance or radiation;

mandatory care category veterans whose income is more than the pension rate for aid and attendance;

discretionary care category veterans are subject to a co-payment;

allied beneficiaries, beneficiaries of other federal agencies and other non-veterans.
